Description

Problem: Pending tab brings status to the forefront of the application. Mixed metaphors in the UI.

Solution: In the comments tab add a segmented view to switch between moderated/pending inside the comments tab.

This same organization might make sense for Posts vs. Local Drafts. Or not. Just thinking about ways to make things even more consistent. This could be held off to a future version, also.

The solution mentioned in the ticket itself has actually been implemented for 1.4. If we decide to go the route I mentioned in my previous comment, that should probably get its own ticket since it should be considered independently.
